Regular Meeting
August 17, 2021
Call To Order – Roll Call: Mayor, Carla Schepler, called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on August 17, 2021, at Edgemont City Hall. Present were Council members, Bill Bethel, Roger Horton, Cindy Millburn, Lorie Wieser and Robert Worden. Jason Shook was absent.
Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: No conflicts were heard.
Approval Of Agenda: Lorie Wieser made a motion to approve the August 17, 2021 agenda with interchanging Items 8A & 8D. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Approval Of Minutes: Robert Worden made a motion to approve the August 3, 2021 minutes. Motion was seconded by Lorie Wieser. Motion passed with unanimous vote.

Public Works – Kyle Kaiser
Public Comment: Andrea Powers from SHEDCO informed the council of a possible EDA Coal Communities Grant that Edgemont might be able to apply for. She discussed a greenhouse being put up next to the park and using the well there for the water source and also the possibility of a contractor to build a home on one of the tax deed properties.
Lorie Wieser wants to remind the residents of Edgemont to adhere to the water restrictions that are in place from June thru September. People living with an even numbered addresses can water on even days, odd numbered addresses on odd days with no one watering on the 31st of any month. Watering is allowed from 6am-10am and 6pm-10pm.
Lyle Edmonds wanted to thank everyone for the lawn mowing that has been done on the nuisance properties.
George Eberle complained about the City’s water system.
Bob Worden wanted to let people know to be on the lookout for rattle snakes as there have been many sightings
Approval Of Claims: Lorie Wieser made a motion to approve the August 17, 2021 claims totaling $58,762.41. Motion seconded by Cindy Millburn. Motion carried with unanimous roll call vote.

Old Business:
Adopt 2021 International Building Code: Lorie Wieser made a motion to purchase the 2021 IBC book for further investigation. Motion was seconded by Bob Worden. Motion carried with unanimous vote.
George Eberle – Vacate Property Correction: Lorie Wieser made a motion to amend the petition, paragraph 3, to read as follows: That your petitioner seeks to have vacated that portion of Stewart Street coincident to Lot 1, Block 132, lying south of SD Hwy 471, to Edgemont, Fall River County, South Dakota. Said Street is not built, used or traveled as a street as it was replaced by the State Highway running through the downtown area.. Motion was seconded by Robert Worden. Motion carried with unanimous roll call vote.
New Business:
Budget Hearing Requests: Budget requests were heard from Andrea Powers from SHEDCO, the Edgemont Area Historical Society and Kelsey Trotter with the YMCA.
Tax Deed Properties – Lance Russell: Attorney Russell gave his opinion on how to proceed with the tax deed properties.
Bill Bethel made a motion to get the Attorney General’s opinion before proceeding. Motion was seconded by Cindy Millburn. Motion carried with unanimous roll call vote.
Cannabis Ordinance: Bill Bethel made a motion to advertise for two weeks for the joint public hearing with the Planning & Zoning Committee and the Edgemont City Council on September 7, 2021 at 6:30 p.m. with the regular meeting of the Council to follow immediately thereafter. Motion was seconded by Lorie Wieser. Motion carried with unanimous roll call vote.
Water Certification Classes – Dane Hirschfeld: Lorie Wieser made a motion to approve Dane Hirschfeld to attend Water Certification Classes in Spearfish, SD November 16-18, 2021 and to pay for meals, mileage, motel and registration fees. Motion was seconded by Cindy Millburn. Motion carried with unanimous roll call vote.
Banyon Data Software Training: Lorie Wieser made a motion to approve Banyon training for $100 per hour. Motion was seconded by Cindy Millburn. Motion carried with unanimous roll call vote.
Advertise For Sealed Bids – Cactus Hills: Bill Bethel made a motion to sell the old Hospital real property, buildings, structures and fixtures, located at 908 H Street, Edgemont SD, and having the following legal description: Hospital Tract of the Southwest Quarter of the Northwest Quarter (SW1/4NW1/4) of Section one, Township 9 South, Range 2 East, B.H.M., Fall River County, South Dakota, as above-described property is no longer necessary, useful, or suitable for the purposes of a Hospital and/or for clinic purposes, as a result of age, obsolescence and inability to recruit health care systems and workers at that location. Motion was seconded by Lorie Wieser. Motion carried with unanimous roll call vote.
Bill Bethel made a motion to appoint Brent White, Arn Kriegh and Darrell DuToit, pursuant to SDCL 6-13-2 to appraise the value of the surplus property located at 908 H Street, Edgemont, South Dakota, having the following legal description: Hospital Tract of the Southwest Quarter of the Northwest Quarter (SW1/4NW1/4) of Section one, Township 9 South, Range 2 East, B.H.M., Fall River County, South Dakota. Motion was seconded by Cindy Millburn. Motion carried with unanimous roll call vote.
Bill Bethel made a motion to advertise for sealed bids for two weeks for the 908 H Street, Edgemont, South Dakota. Sealed bids will be opened and reviewed at the September 7, 2021 meeting. Motion was seconded by Lorie Wieser. Motion carried with unanimous roll call vote.
Adjournment: Robert Worden made a motion to adjourn at 8:37 p.m. Motion was seconded by Lorie Wieser. Motion carried with unanimous vote.
The next regular City Council meeting will be held September 7, 2021 at approximately 7:00 p.m. after joint public hearing which will convene at 6:30 p.m.
