Regular Meeting
August 10, 2021 - 7:00 p.m.
The regular meeting of the Town of Oelrichs was called to order by President J. Messinio at 7:00 p.m.
Allegiance to the flag was pledged.
Board Present: Joseph Messinio and Anita Cope
Board Absent: Mike Carson
Staff Present: Valarie Graf, Susan Hamilton, Roy Merdanian III, and Doug Burdette
Guests Present: Frank Maynard, Emergency Management Officer, and Katie Merdanian
Note: State and CDC meeting and social distancing guidelines were followed.
Comment or Concerns? The new combination to the Town mailbox was shared with appropriate Board and Staff members.
Approval of Agenda – J. Messinio made a motion to approve the agenda with the corrections of changing the date of Agenda to August 10, add “Community Center Acoustics” under Old Business, and add Executive Session to end of Agenda, seconded by A. Cope; motion carried.
Approval of Minutes – A motion was made by A. Cope to approve the July 13, 2021, minutes, seconded by J. Messinio; motion carried.
New Business:
–Emergency Management Office – Frank Maynard – Updates on LEOP and PDM – F. Maynard provided the Town a paper copy and CD of the Fall River County, SD, Hazard Mitigation Plan 2020 (PDM; this document expires on 8.16.2025. The Local Emergency Management Plan (LEOP) is updated yearly and on file with the FR County Auditor and Emergency Manager. Access to this document is on a need-to-know basis, anyone connected with town/county/state emergency response may request to read.
-Annual Town of Oelrichs Budget – After Board review, revisions are needed and finalization with occur at next Regular meeting.  
Pay Claims – General: Internal Revenue Service, $680.98, 2nd Qtr Taxes; SD Dept of Labor/Regulations, $41.29, 2nd Qtr Taxes; JMM Services LLC, $75.00, 2nd Qtr Payroll Reports; Mike Schommer, $332.50, Town Mowing; Fall River County Herald Star, $226.89, Publications; Sue Hunt, $60.00, CC Cleaning Wages; Doug Burdette,$41.56, Assistant Road Superintendent Wages; Nelson’s Oil & Gas, $283.90, Commercial Propane; Roy Merdanian III, $55.41, Road Superintendent Wages; Black Hills Electric Cooperative, $602.47, Town Electricity. Water: Fall River Water User’s District, $1,897.55, Town Water Usage; Golden West Telecomm, $42.34, Water Building Phone; Doug Burdette, $420.19, Assistant Water Superintendent Wages; Roy Merdanian III, $600.28, Water Superintendent Wages; Accouter Rental, $517.12, Excavator Rental; Black Hills Electric Cooperative, $40.17, Water Electric Bill; Town of Oelrichs, $2.00, Community Center Water Usage.
Motion was made by A. Cope to pay claims, J. Messinio seconded; motion carried.
Water Report – Reminder: It is the responsibility of all Oelrichs Water Customers to keep meter posts, fire hydrants, curb stops, and pit covers free of debris, weeds, etc. for trouble-free meter access. Water samples continue to come back satisfactory. Several water line breaks were discovered and repaired. Request training, travel, and lodging expenses be paid for Assistant Water Superintendent Burdette to attend DANR Water Distribution Training and Certification, November 16-18, 2021, in Spearfish.
J. Messinio made a motion to approve training, travel, and lodging expenses for D. Burdette to attend DANR training and certification this November and to accept the Water Report, A. Cope seconded; motion carried.
Public Works Report – The previously requested Community Center repairs and updates were completed. Discussion was held with School District Administration regarding the alleyway between the new school and the town’s water tower; their lawyer is looking at the documents. Drainage work in front of the town’s water building and on 7th and 8th streets will be started after the new school has been completed.
Motion was made by A. Cope to accept the Public Works Report, J. Messinio seconded; motion carried.
Treasurer’s Report – No report given as statement were not available at the time of the meeting.
Checks for rental and donations to offset cost of new kitchen cabinet were given to Treasurer.
Town Clerk’s Report – DANR Certificates of Achievement were presented to the Town of Oelrichs and R. Merdanian III for their continuing efforts in providing safe drinking water to the public. Town mail and correspondence were shared.
Motion was made by J. Messinio to accept the Town Clerk Report, seconded by A. Cope; motion carried.
Old Business:
Oath of Office – The oath of office was administered to J. Messinio as Trustee for the next three (3) years.
Election of Town Officers – Motion was made by M. Carson to appoint J. Messinio as Town President, seconded by A. Cope; motion carried. M. Carson made a motion to appoint A. Cope as Town Vice President, seconded by J. Messinio; motion carried.
New Business:
-Update regarding August 2, 2021, Special Meeting on Ordinances – Discussion ensued.
-2021 Anniversary Rating Supplement Report for Town of Oelrichs (SDPAA) – This report will be sent to SDPAA by due date with updated information for insurance purposes.
-2nd Reading – Town of Oelrichs Community Center Rental Agreement – Motion was made by J. Messinio, seconded by A. Cope, to accept Rental Agreement as written; motion carried.
-Acoustics in CC – Discussion ensure. Item was TABLED to discuss with Town Lawyer.
End of Meeting Comments or Concerns – Motion was made by A, Cope to reschedule the September Town Board Meeting to September 7, 2021, due to a member on vacation, J. Messinio seconded; motion carried.
Executive Session – Board went into Executive Session to discuss personnel issues at 8:58 p.m. and came out at 9:13 p.m.
Adjournment: J. Messinio made a motion to adjourn at 9:13 p.m., A. Cope seconded; motion carried.
The next Regular Meeting of the Oelrichs Town Board will be September 7, 2021, at 7:00 p.m. at the Oelrichs Community Center.
