The Custer-Fall River Regional Waste Management District Board meeting was called to order at 7:02 p.m. on Thursday, July 8, 2021, at the Mueller Center, Hot Springs, SD by Chairman Mike Linde.
Members Present: Mike Linde-Chairman, Custer County; Larry Pratt, Hot Springs; Peg Ryan, Custer; Les Cope, Fall River County; Joe Messinio, Oelrichs; Roger Horton, Edgemont; and Dean Weekley, Fairburn. Absent: Terry Kizer-Vice Chairman, Buffalo Gap; and Dee Andersen-Secretary/Treasurer, Pringle.
All motions approved unanimously unless otherwise noted.
No conflicts of interests were noted.
Motion by Messinio, second by Horton to approve the July 8, 2021, agenda.
Motion by Ryan, second by Weekley to approve the May 13, 2021, meeting minutes.

Information other than Financials: June YTD 2021 tonnage totals 3043.65 tons, compared to June YTD 2020 tonnage of 3532.89 tons. The landfill has accepted 489.24 tons less YTD 2021 than YTD 2020.
June YTD 2021 rubble totals 855.81 tons, compared to June YTD 2020 rubble of 742.41 tons. The Landfill has accepted 113.40 tons more in rubble YTD 2021 than YTD 2020.

Fees associated with providing credit card payment services was reviewed. The current fee structure remains.
Kerry Barker reported on the Landfill operations, including leftover gravel the site hoped to receive from the paving project at Yesway, however, the fairgrounds received it instead. The landfill site has been mowed and cleaned up. A DANR representative recently stopped at the site for an informal visit and provided general feedback to Barker. A DRAFT Storm Water Prevention Plan has been developed by Barker and FMG and will be forwarded to the Board for further review in the next couple of months as it may need to incorporate pending projects based upon further Board action on the Rubble Site Drainage Project bid proposals.
Letters from DANR outlining both the State’s approval of the Phase II Cell Closure and Rubble Site Drainage Projects and the grant application for the project’s costs were distributed. Jason Hinds of FMG reported he attended the State’s meeting for the grant project and it appears the District can submit an amended grant application for project costs, if needed. Additionally, Hinds reported the grant funds can also be used for engineering costs for the projects.
Phase II Cell Closure and Rubble Site Drainage Projects Bid proposals received and opened on June 30, 3021, were distributed by FMG for further review by the Board, absent bidders. Motion by Messinio, second by Weekley to recommend awarding the Base Bid and Bid Alternate to the low bidder. Notice of Award will be presented to Barker Concrete and Construction.
In May 2021, DANR announced the availability of grant funds for the collection and disposal of waste tires. Chairman Linde’s May 18, 2021, letter of interest was distributed. The State requires a 20 percent match of an approximate $40,000 collection and waste program. Resolution 2021-003 was presented for review authorizing application of the grant funds and designated signatories. Motion by Ryan, second by Messinio approving Resolution 2021-003.
Motion by Messinio, second by Weekley to nominate Mike Linde as the Chairman. Motion by Horton, second by Pratt to nominate Dean Weekley as Vice Chairman. Motion by Weekley, second by Pratt to nominate Peg Ryan as Secretary/Treasurer. NOTE: Per the May 9, 2019, meeting minutes, the Board approved the Chairman, Secretary/Treasurer, and Deputy Secretary/Treasurer to be on all District’s financial banking and investment accounts.
Motion by Ryan, second by Weekley to appoint Starla Russell as the as the Deputy Secretary/Treasurer.
Motion by Cope, second by Ryan to set the Deputy Secretary/Treasurer’s monthly compensation at $600.
Motion by Pratt, second by Messinio to set the Board compensation at $50/meeting; chairman $75/meeting and mileage at $.50/mile.
Motion by Messinio, second by Weekley to designate the Fall River County Herald-Star as the official newspaper for the Custer-Fall River RWMD.
Motion by Pratt, second by Weekley to designate First Interstate Bank, Black Hills Federal Credit Union, Dacotah Bank, Liberty National and First National Bank as the financial institutions for the Custer-Fall River RWMD.
Motion by Messinio, second by Cope to designate a single signature on checks issued for under $50,000.
Motion by Messinio, second by Pratt to provide fund investment and management by authorizing the option for a monthly transfer of up to $14,000, from the operating account to the Money Market account at First Interstate Bank, as long the operating account has a minimum balance of $125,000 before the transfer.
No Public Comment. The next meeting is the scheduled for September 9, 2021, at 7:00 p.m. in the Mueller Center, Hot Springs, SD. Motion by Pratt, second by Ryan to adjourn. Meeting adjourned at 8:05 p.m.
