Special Board Meeting
August 31, 2020
Call to Order: The Board of Education of the Oelrichs School District 23-3 met in special session on August 31, 2020 in the superintendent’s office. The meeting was called to order by Dave Osmotherly, Board President, at 5:00 p.m.
Pledge of Allegiance
Roll Call: Members Present: Dave Osmotherly, Lance Tlustos, John Cope, and Jennifer Her Many Horses
Note: Her Many Horses arrived at 5:03 p.m.
Members Absent: Vince Logue
Administration present: Dr. Mitchell Stone, Darla Peterson, and Valerie Sword.
Motion Tlustos, second Cope, to approve the agenda as presented. Motion carried.
*All actions recorded in these minutes were by unanimous vote unless otherwise noted.
Sports Physicals: Activities Director, Katie Bauder, provided a written statement requesting the Board to follow SDHSAA approval allowing last years physicals to be accepted for this school year.
Motion Cope, second Tlustos to accept 2019-2020 school year physicals, currently on file with Oelrichs School District, for school year 2020-2021 activities. Motion carried.
Contract: Motion Tlustos, second Cope to increase Tara Schuhmacher teaching contract to full time status for the sum of $37,773.09. Motion carried.
Government Facilities Sector: Motion Cope, second Tlustos for Oelrichs School District to identify the following positions as essential Critical Infrastructure employees: certified teachers, paraeducators, administration, approved consultants, bus drivers, guidance counselor, food service director, and custodial staff. Motion carried. Critical Infrastructure Workers may continue working even if they have been identified as having a close contact with a positive COVID case provided they remain asymptomatic and take precautions.
The board also acknowledged the Emergency Paid Sick Leave Act (EPSLA) that requires schools to provide up to 80 hours of paid sick leave to an employee who is unable to work because the employee (1) is subject to a quarantine or isolation order; (2) has been advised by health care provider to self-quarantine; (3) is experiencing symptoms and seeking medical diagnosis; (4) is caring for an individual who is subject to quarantine or isolation order; (5) is caring for a son or daughter whose childcare has been closed or unavailable because of COVID-19; or (6) the employee has substantially similar conditions specified by Secretary of Health and Human Services. The Extended Family Medical Leave Act adds a qualifying FMLA reason when parents cannot work because their child’s school or childcare services are closed due to the pandemic. The school must provide up to 80 hours of paid leave.
Open Enrollment: Motion Her Many Horses, second Tlustos to approve open enrollment for students 1 through 18 as presented by Stone and Peterson; student 5 is pending approval until further information is obtained and Superintendent Stone and Principal Peterson have authorization to determine if accepted. Motion carried.
Motion Cope, second Her Many Horses to authorize Superintendent Stone authority to determine acceptance of enrollment during the next 4 weeks. Motion carried.
Adjournment: There being no further business, Osmotherly declared the meeting adjourned at 5:22 p.m.
