Full-time employees- Beginning wage is typically 80% of the wage scale, and wages increase each anniversary, to 86%, 91%, 95%, 98% and 100% at the end of each of the first five years respectively.  At the end of the 5th year, or upon reaching top of scale, the wage will increase 0.5% for each additional year of service (longevity).
Part time and seasonal positions receive an increase of .25¢ per hour each year for up to a maximum of four years, with the exception of the EPMS instructors.

Finance Officer Report: Reviewed financial reports provided to council, reminded that they are not final 2019 #’s, discussed the basis of modified accrual accounting and why it is widely used by governmental agencies and how that impacts our financials. The annual report is required to be presented by the 1st meeting in May, once again we will use Ketel Thorstensen LLP for our annual audit, reviewed the payments to all 2020 approved donations as well as the approved payments made to Fall River County Dispatch and the HS Volunteer Fire Department. The final cost calculation, amended assessment roll and resolution has been drafted related to the 26th St. Water Distribution Improvement Project and a public hearing will be scheduled for 2/3/20 at 7:10PM. Reminded council of deadline to register for the 2020 Legislative Rib Dinner and Municipal Day at the Legislature scheduled for the 4th and 5th of February, discussed new W4’s effective for 2020 and the 2019 yearend processing and reporting of 161 W2’s and 30 1099’s. Reminder that next meeting will be held on Tuesday the 21st as opposed to Monday the 20th due to the observance of the Martin Luther King Jr. Holiday.   
City Administrator Report: Presented an overview of the City of Hot Springs Streets & Maintenance and Utilities Department activities over the holidays, including: responding to two water main breaks; a contractor’s hydraulic oil spill; clean-up after a snow event; structural improvements to the replacement dump truck; and continued reconstruction work on the WWTP wet-well. Discussed a meeting with the Fall River County EMA Director which resulted in finalization of the USACE Fall River Floodway Channel - Emergency Preparedness Plan and application planning, pursuant two FEMA Hazard Mitigation Grants in 2020. Provided an update on the current SD-DOT Hwy 18/385 planning discussions, including: additional street lighting specifications, construction detour route planning and pedestrian crosswalk locations. Also, updated City Council on continued participation with SD-DENR and USDA with the Wellhead Protection Plan development. Additional updates were provided of the Wesch-Oak Building disposition and engineering evaluation scheduled; and the current/future planning associated with the brush pile burning being considered.
Mayor Report: The mayor noted that overall sales tax revenues rose to $1.7M in 2019, which was $100K above the city’s conservative budget projections. General sales tax revenues were above $1M, this despite one of our major retail stores closing in early summer. The mayor pointed out that economic viability is a team effort, the major organizations such as the city, the chamber of commerce and economic development organizations working together for the same goals. Also noted, residential building permits totaled $2.735M in 2019 which was a 24% increase over 2018, an indication of a healthy and growing community on its way to meeting a documented need for housing. The mayor also announced that he would not be seeking re-election in 2020, stressing he is not angry, frustrated or ill. Based on his belief in term limits and past experience that military commanders stay in their posts for just a limited time, he feels it is time for new and fresh ideas to keep the city moving in a positive direction. The mayor also relayed, with a functional Council and very competent city employees Hot Spring’s future remains very bright.
